event in baltimore. michael phelps is going to be out there, raising a lot of money for cancer research. >> we'll hear more about that. and we want to talk about the animal rescue movement. you're just going to melt when you see how cute. it's a box full of puppies. >> aw. >> and they are going to bring that in and we'll show it to you but there's a heartbreaking story behind it. the puppies were found in a dumpster with the box taped shut. this is a problem that you run into with a lot of animal breeding. they are having an event to raise money, and they want to get the message out about animal adoptions. they've got some cute puppies and a lot of dogs up for adoption. >> and our family doctor, dr. fairmont is here. >> dr. fairmont ... >> he'll be here to talk about your pets and vets so get on the horn. we'll move on to today's hot topic. >> you've probably tried to lose weight, most of us have in

some point in our life. chucking off some of that fat may have gotten easier. a new procedure recently approved by the f.d.a. they are not going to help obese people but if it's just a few inches here or an inch there that you're trying to lose then you might want to check out this report from abc. >> reporter: an avid runner, he could never get rid of his love handles so he turned to zeltik. >> no pain or anything like that. it's like putting a clothes pin on your side. >> reporter: it freezes the fat cells causing them to self destruct and be reabsorbed into the body. another low powered layser is aimed at trouble spots causing the fat cells to collapse in a matter of weeks >> this is a big deal. it's the first time the f.d.a. has cleared a noninvasive fat-

reduction technology. >> reporter: former dancer lisa petoniak spent $1500 to have some of her excess fat frozen. >> at first it was a strange pulling feeling and a little painful and after 5-10 minutes you basically get numb. >> reporter: she's happy with the results, losing a half inch off her abdomen. it was originally used to cool the he skin before dermatology procedures. doctors say overweight patients shouldn't expect too much. >> it's not going to make someone who's obese not obese. the idea is there are certain areas that really don't respond well to exercise. >> reporter: still the results have been good enough for nick. he plans another treatment. >> this is the area that i'm going to probably do next is right here. >> reporter: obesity experts are wary of these new techniques. they say they only target the fat near the surface of the body, not the more harmful kind deeper down. diana alviar, abc news, los angeles. >> you know i like to exercise so i'm sort of skeptical of that. i think that hard work happens

background. police say this incident happened in august and a person who saw it then gave a copy of the cell phone video to state family services agency worker. the mother is behind bars this morning. if she's convicted of numerous charges, including child endangerment, she could face up to 11 years in prison. >> that's -- come on. >> horrible. >> whoever found the cell phone, thank you. >> did the right thing. >> yes. let's go to the landmark research, the institution of the american family, a husband, wife, two kids. not too long ago that was the definition but divorce, divorce, unmarried couples with children, it's more common now. researchers set out to tell us how do we define the american family today. >> reporter: the adams family, the first family, my familiar family, and the part ridge

>> the problem is you have a picture of your sister on your desk. >> who would not be a fan of this conversation? >> she would walk away, wouldn't she? >> i think we should safely move on to something else. how about those weather headlines? besides the fact we've got more clouds today and we do have a chance of some showers moving in, we still need some moisture. you want to talk about family here, we've got family in the tropics. three named systems. tropical storm carl hit mexico yesterday. it's going to hit them again and it's already getting stronger. igor has been downgraded to category 3. juliet downgraded to a category 2 storm. yesterday we had category 4 storms, a record that's not happened since 1926. they are not major hurricanes, one major and two minor. when you get two systems that are fairly close there's something called the fugiwara effect where they rotate around

each other. i wonder how close julia gets, that's fugiwara in case you want to study for the quiz later. igor doesn't appear to be possibly impacted by this and it may affect its further track towards bermuda. 125 mile-per-hour winds expected. it's already reached its peak and it's going to track itself up towards bermuda. this is an old forecast track still holding at 4. we're at category 3. it's probably going to hit bermuda as a 3 or a 2. it curves away so we don't get much weather, just the waves along the eastern seaboard. then we push back towards the other part of the family, and this is karl. it tried to develop an eye but ran out of warm water. it never lost its tropical storm integrity. now over the warm waters in the bay of campici over mexico.

major flooding expected as this runs into big mountains and perhaps close to mexico city. either way you slice it, that's them. for us it's rather uneventful. pushing in warm air, 70s to our south, pushing in a lot of clouds and showers back to our west. this is part of a system that extends down into the southern appalachians and back into the lower ohio valley. there was severe weather there yesterday. there may be storms that survived the trip into western maryland this afternoon but likely this thing starts to fall apart when it approaches us. there will be the threat of scattered thunderstorms into the afternoon and evening but otherwise a mostly cloudy day with a 2-degree guarantee high of 84. the extended outlook with a nice weekend coming upcoming up in the next half hour. searching reading books on an i pad or kindle many people have forgotten about our

what exactly is this event? >> a fair to remember is actually a celebration of libraries. we actually host it and the purpose of the event is to raise money, raise awareness for the baltimore county public library system. >> take me to the event next weekend. >> picture yourself at a carnival, my carnival barker's outfit so i might be out there saying hurry, hurry, hurry, go in and take advantage of our silent auction. all the proceeds are to benefit the library. we'll have live music, wonderful food, fun and fellowship. >> we were looking at some of the pictures from years' past. this sounds like an event that's perfect for families and kids. >> it is an event aimed at supporting the library. since it's in the evening from

7 to eleven there may not be a lot of kids but it benefits kids. >> do libraries need help. >> libraries always need help. we are lucky in baltimore county that we get wonderful public support from our county government but i know when i'm sitting at home with my family in perry hall there's always more we can have in our libraries. the foundation really functions to add extra amenities for our library system. if we can raise money from families, businesses we can add extra amenities like storyville which are interactive libraries like the one at our rose lawn branch. >> and it's nice to get kids excited about reading. >> study after study, early literacy is the key to success in academics and the workforce. if you're going to have a

better job and be better educated and you want to instill reading in your children when they grow up. >> so parents and businesses and corporations, this is their time to go. we were talking about some of the things that you can get from the auction that you can win and bid on. they are amazing. >> they are. obviously, if i had to say my personal favorite, we have a bushel of crabs that have been donated by bill's seafood in perry hall f you're a marylander, there's a gift for you. we have a wonderful series of packages that have restaurant gift certificates in them, book packages. we have a wonderful sneak preview event that someone can win through the final four for basketball. there's something for everyone, and again, at the bottom line, it's all about helping baltimore county's libraries promote what they are about and make sure our services are always cutting edge as they have been. >> i think that we forget that this is a free opportunity for kids to learn, and you just don't have that as much. >> it is, particularly in an economic climate that we're in now. i know families are looking for opportunities to do something that don't involve a lot of

inclusive as possible. it's in a protected cove off gibson isle. for people who want to stay in a pool, it was generously donated by michael phelps. we have over 100 swimmers there so far. and 430 swimmers at the open waters. a total of 500 swimmers. >> and michael will be down at gibson island. >> michael will be our official starter. >> in the pool and in the open water. what does this mean for you, that so many people are coming out to fight this darn disease? >> i mean, you get to a certain point in your life, yesterday i found out one of my dear friends that i've known forever my whole life was diagnosed with stage 4 cancer. so you feel like i'm doing something right. >> are you swimming for yourself or are you swimming for others? >> i'm swimming for myself, i'm swimming for others. i'm swimming for my team. there's just so many people

that are affected by this disease, and it seems really like we could beat it. we could find a cure. there are so many more survivors now than there have ever been in our history, in the history of this disease. but it seems like we can beat this. >> i'm so proud baltimore is beating a record. any idea how much money we've raised so far? >> over a quarter million. >> that is incredible. >> and we've established a swim across america lab at the cancer center. dr.diaz and his team are really on the forefront of research to extend lives and hopefully find a cure so there will be a swim across america lab at the cancer center. all the donations are going to support that. year after year after year. this is year one. there's going to be year two, three and four. we hope to continue to fund that lab and make it successful. >> has it exceeded your expectations? >> we are close. we have a bunch of type a personalities here so the bar was raised pretty high. >> if you want to take part and

here he is, dr. fairmonte, best vet in town at the towson veterinary certainty. >> baltimore has a lot of wildlife around and there's a lot of fox around. there's a large population of fox, the fox are carrying mange and they are passing it on to cats and dogs in the neighborhood. we are seeing more. i thought i would mention that. the signs are if you have your pet that's doing a lot of scratching and having some bald spots on their skin, that's usually a sign that it could be

mange. there's a straightforward medication that we use, a couple of different medicines, injections we do, oils to put on your pet to keep them from developing mange. if you have a pet that doesn't seem to have allergies but is scratching and developing bald spots, start thinking about mange as part of the problem. >> let's go to the phones. loretta from eastwood has a yorkie of the you've got a genetic trachial collapse, right? >> loretta has a yorkie. some of these breeds have a problem where they have trouble breathing so loretta make sure you do keep the weight off the dog which you're doing already. there are some medications that can be used to help relax the trachea to help keep it open so the dog will do less choking and have less troubles breathing. as a last resort there is a surgery that can be done at times. if you are really having problems with the dog and the

dog's having trouble getting oxygen, sometimes you need to look at having surgery done but that's a last resort. we like to look at the medical treatments first. >> we have heather in mount airy with us. >> are there, heather? >> yes, i am. >> how old is your dog, heather? >> i have a dog that has dry brittle nails that break below the quick and causes him in pain. i was wondering what to do to alleviate the pain. >> get a supplement with fatty acids, oils in the supplement and that will help produce a better hair coat and feed the nutritional areas for the nails and you'll get better nail growth. it usually takes 6-12 weeks to see the nail growth come out but i would go ahead and start that. you can get that at your pet store, pick that up at your veterinary hospital but you're looking for omega 6 and omega 3 fatty acid supplements.

they work really well. they just take a while because the nails take a while to grow up. >> did you hear about this? >> just amazing. the humane group, the animal rescue has had these puppies the last two weeks. they are gorgeous puppies, nice personalities. we need to get these dogs homes fast. >> dr. fairmonte with the towson veterinary hospital always with us on thursday. let's hear this story, megan. >> dr. fairmonte said it all. it's amazing. all these puppies. i want you to meet our good friend barbara, kelly and ann. ann is our model holding the two puppies in the back but this is an incredible story. what happened? >> it really is and this is not the first time this has happened, but a friend of ours heard some crying in a dumpster, and went and looked, and there was a box in the dumpster taped up with six puppies in it. and these are the puppies. we've had them for two weeks now. they were dehydrated. we didn't think some of them were going to make it but the

vet pulled them through, and here they are. they are great puppies. >> now, you started an animal rescue works. is there a real need? >> absolutely. the problem is so many animals end up in the shelters and a there's not enough people to adopt. not enough people know. so we just are another way to get the word out. and the other thing that we do, is many of the shelters, because of the volume, can only adopt out the most adoptable dogs. we take the harder-to-place dogs, young puppies because they don't do well in a shelter, dogs like macey who was a puppy mill dog. we take those dogs and find themselves homes. they stay with us sometimes a long time but that's what we are about. >> kelly, i think it's interesting because you're a business owner. how did you get involved in all this? i know that you work with animals. was it just you couldn't

national park. it is a towering challenge. this is not just one empire state building, but two.
